The more I've paid attention to this stuff the more I've sort of realized that this sound is, in fact, the great statement of VGM.  There are so few examples of this style outside of vgm.  It's a really invigorating and inspiring sound.

Man this thread is great! I wanted to contribute for a couple days now, but I wasn't sure if I was going to meet the criteria. I think I've found something that does:

What say you, Jace? Is this Space Harrier music? Not quite as upbeat a melody as your typical Space Harrier tune, but the bassline moves along at a nice clip, and the song in general fills me with great urgency/energy.

Imo this song balances on the razor edge between what you described and cheesy - it's a tricky dance and it's pulled off admirably here.

This one would sound Space Harrier if it were faster.

Oh man, I wasn't aware of how different (and GOOD) the NES soundtrack for Gemfire is! Thanks!

Somebody posted this in the Hidden Sound Test group, I think this is perfect:

Eric, to me that Neutopia tune is a little too frantically paced, almost like vgm metal.  Tempo seems to be a really tricky factor with this sort of stuff.  I think this Ai Senshi Nicol track is probably prime Harrier but the tempo doesn't always seem totally right:

Thanks for all the contributions and Jace for making the topic to organize them. These snippets were the only things that really helped my mood this weekend and brought light to my heart for 2 to 5 minutes.

I think I should make it a rule that all threads like this should be accompanied by an up to date youtube playlist.
