All the idiots speaking out in opposition of that report are screaming "think of the children!" and "We can't allow them access to drugs!" but it's right there in the report on page 3:
"Invest in activities that can both prevent young people from taking drugs in the first place and also prevent those who do use drugs from developing more serious problems. Eschew simplistic ‘just say no’ messages and ‘zero tolerance’ policies in favor of educational efforts grounded in credible information and prevention programs that focus on social skills and peer influences. The most successful prevention efforts may be those targeted at specific
at-risk groups."
Of course, our government isn't actually serious about drug law reform anyways, but their tactics sure are weak at best.

I've always said .. the single best deterrent against drugs for me from my childhood was a speech a recovering alcoholic gave at a school assembly, where he described what it was like to be an alcoholic. Not glossing over the fact that at first, yes, drugs are awesome. But it goes downhill and your life goes to shit. What I took from that: educate yourself, and make informed decisions. Lying to kids will just reinforce their disillusionment and rebellion when they discover that pot isn't going to kill you.

I'm with you with the previous statement dude, as I was growing up I asked my parents about drugs and shit and they let me try out whatever they were having to see what it was. I died from a tiny puff on a cigarette when I was 8 and swore to never touch that stuff again (which, barring the hookah, I held to). Same with alcohol, I was very curious about vodka and beer for some reason, tried them a few times when I was 10-12 and loved beer and hated vodka. Obviously I got the speech about respecting booze and cigarettes are bad, but knowing what it was killed so much of the mystique that I just found no desire to indulge at all when I was growing up. Now I clearly indulge, and over-indulge, but as an adult I'm confident in my ability to realize when things go too far. I've taken breaks from smoking herb when I feel I've been getting too dependent on it, likewise with alcohol. Uh, I don't know where I'm going with this.

Drugs are done by kids whom at first are "Wanting to get high." but the "Forbidden Fruit" mentality does factor in. Then they get addicted to whatever it is they're "Not supposed to be doing." and have to do more or a different drug to get that "High".
This could be completely subverted by the legalization of it, (Cannabis in particular,) and yes, at first use would go up but the fact that it's there legally and anyone over 18 or 21 could get it would.... ohhh what's the word...
defuse the "Forbidden Fruit" factor. Then use would sharply fall after six months to a year, and the crime rate that fell would stay down.
What I don't understand is those whom are trying to "Nerf the world". If you do this to animals, what do you get?
You get less intelligent, more depressed, and in all cases "Behaviorally Handicapped", slowly devolving creatures; we're witness to it in plain sight within our "Zoos".
So what's gonna' happen to us if we have nothing to adapt to that weeds some of us out?
