I used to be libertarian, I of course agree it's horrible bullshit what congress has been doing. But just because I am extremely sensitive to any increase in government power, which I have good reason to believe is extremely fucking important to be worried about, that doesn't mean I go around calling the guys who do the standard power creep "authoritarian statist cucks" or whatever. It's the people who propose those bills, who lead the charge, who jump at the opportunity, and who drag everyone else with them that are the authoritarians. Biden just seems like a standard shitty politician, from that voting record. I didn't actually lookup if he wrote any of the bills, so who knows.
Look at it this way: from any black and white standpoint, weakening property rights is authoritarian, even if it's to build a school. But we need schools. I don't call everyone authoritarian because they believe in taxes for schools. Biden is probably your everyday idiot who thinks some of those liberties had to be given up to increase security. Like "oh but we need telecoms willing to spy on the enemy so we can't let them go to prison for accidentally spying on Americans" hence vote for immunity for telecoms. It's fucking stupid, but that's not authoritarian, that's normal stupid shit that people say.
