My boss had to send someone else an email to forward to me saying,

"would you try e-mailing Barton from home and advise her my sends to her are
being returned with the following message?

<The mail server IP connecting to Windows Live Hotmail has exhibited
namespace mining behavior.> "


so i googled Namespace mining behaviour and it's pretty beyond my reach-besides sounding unsavoury..

I ask my friends in interspace, What to do?

Also try to have recipient make you a trusted sender, go into their quarantine and fix it, etc., if applicable.
