I head this on NPR last night - 120 days? 1000 clams? fuck that shit. I'm going to blame this on the poor four sight of tempe's four fathers to build basements on secluded cul-de-sacs. Oh, and the fact that they hate music.

This is just another bullshit revenue stream for the city. The city isn't going to crack down on parties, they aren't allocating extra cops to bust them up. What they are doing is making it the homeowners' responsibility to be cops. I used to live in a house that belonged to a guy who transferred to California for a year for work. He decided to rent his house in Tempe out while he was away. How is it this guy's responsibility to pay fines if I have parties there?
So the guy in my example now has to write into the lease that if he gets fined I pay it. The city "bills" him, he bills me. So the city bills the responsible homeowner, who already pays a tax for owning property and has something to lose. Then he has to try to collect from a renter with no interest in paying. Who is really getting fucked here?
I like Burke's idea, we should fine people for being pretentious and drinking lame beer. I think they call that an idiot tax. While they're at it they can fine the people who stop in the middle of the grocery store doorway to examine their receipts.
